The 224th Session of the Virginia Annual Conference opened with A Service of Remembrance at 7:00 p.m. Worship leaders for the service were Bishop Charlene P. Kammerer, presiding; Rev. Young Jin Cho, preacher; Rev. Amanda M. Garber, liturgist; Rev. Kiok Chang Cho, deacon; Rev. Laura B. Douglass, song leader; and Rev. Robert C. Blinn, worship assistant. Ms. Sandra Billy directed the Virginia Conference Massed Choir. The soloists were Mr. Ben Hoskyn, Mr. Terry Heinze, and Mr. George Scott, and the organist was Mr. Jason Evans, all students at VirginiaWesleyanCollege. Ms. Billy also accompanied on the flute. Mr. Owen Davis, an incoming freshman at VirginiaWesleyanCollege, accompanied on the cello. The communion coordinator was Rev. Marion Watts Brown.
During the service, memorial candles were lighted on the worship table, a chime was sounded, and persons stood as Rev. Robert C. Blinn, Conference Secretary, read the names of clergy, diaconal ministers, clergy spouses and lay members of the Virginia Annual Conference who had died during the previous year. The congregation joined in giving thanks to God for each of these faithful people. Bishop Kammerer presided in the service of Holy Communion. Rev. Cho assisted at the table. Following the benediction, the evening session was adjourned.
MONDAY MORNING, June 12, 2006
CLERGY EXECUTIVE SESSION
Bishop Charlene P. Kammerer called the Clergy Executive Session to order in the Auditorium of the HamptonConvention Center at 8:31 a.m. Bishop Kammerer, assisted by Rev. Shirley P. Wang, Rev. Dr. Youtha C. Hardman-Cromwell, and Rev. Leigh Anne Taylor led in worship. Bishop Kammerer expressed appreciation for Rev. Taylor’s song leadership, and for the other worship leaders.
Rev. Jeffrey P. Mickle, Chairperson of the Conference Board of Ordained Ministry, moved that the bar of the clergy session be Sections D, E, F, G, H and those portions of Section C designated for full clergy members, and that Sections A and B be designated for seating members of the clergy session with voice but without vote. The motion was approved. Rev. Mickle moved that staff members for the bishop and the director of ministerial services, the sign language interpreters, diaconal ministers, and the conference chancellor be admitted into the clergy session with voice but without vote. The motion was approved.
Rev. Mickle provided the clergy session with a report on the actions of the Judicial Council with regard to the questions of law from the previous session, referring to Judicial Council Decisions 1031, 1032, 1040 and 1041. He stated that the Virginia Annual Conference had complied with each Judicial Council Decision. Rev. R. Bruce Johnson was granted a moment of personal privilege to make a statement regarding matters from the previous session.
Rev. Mickle led the members in the presentation of the Minute Questions. The entire printed booklet of Minute Questions, with additions and corrections distributed separately, was presented in an itemized manner. Members of the clergy who were retiring at this session of annual conference were invited to stand for recognition. Persons receiving their first appointment as local pastors in all categories were invited to the platform to be recognized by the members. Bishop Kammerer asked the historic questions of those persons who were to be ordained. Candidates for commissioning, ordination, recognition of orders and transfer into the conference from other denominations were presented and approved. Those being transferred in from other United Methodist annual conferences were introduced. Appropriate recognition was given to all persons being received into a new relationship with the Annual Conference at the current session. A moment of silence was observed for members of the clergy and diaconal ministers who had died in the previous year. All matters requiring a 2/3 majority were passed accordingly. All matters requiring a 3/4 majority were also passed accordingly. Rev. Mickle reported on upcoming events for clergy. Bishop Kammerer offered a closing prayer at 9:55 a.m.
MONDAY MORNING, June 12, 2006
LAITY SESSION
Rev. C. Wesley Astin, Jr., accompanied by Ms. Nancy Van Zant, sang a medley of “Amazing Grace” arrangements as the lay members gathered on Monday morning. The Conference Lay Leader, Mr. Ronald L. Hardman, welcomed the lay members of annual conference, recognized two former Virginia Conference Lay Leaders, Ms. Darlene Amon and Mr. Bob Carpenter, and called the session to order at 8:35 am. Rev. Astin led the group in singing and Ms. Janet Bracey, the Norfolk District Lay Leader, brought a devotional message based on the themes of “Carry a Candle” and “Lessons from Baseball in Georgia,” using a presentation of projected photographs to reinforce the themes.
Ms. Susie Wolf, Farmville District Lay Leader, presented general information on Annual Conference, particularly what would be helpful to new members. Ms. Darlene Amon, Portsmouth District Lay Leader, spoke about the Common Table survey which will be collected later in the conference schedule. Mr. Hardman explained the contents of the Tool Kit found in the conference materials, and gave instructions for the Prayer Cards being used for the first time this year. Ms. Barbara Reed, Peninsula District Lay Leader, presented information about the Laity Banquet to be held later Monday. Mr. Larry Burian, President Pro Tem of the Conference United Methodist Men, informed the body about past and upcoming events sponsored by the United Methodist Men, including the breakfast on Tuesday morning. Ms. Brenda Brooks, Roanoke District Lay Leader and Chairperson of the Stewardship Division of the Board of Laity, spoke about the activities of the Division.
Following a “Singing Our Faith” break led by Rev. Astin, the members heard from Ms. Angie Williams, Conference Director of Youth, Young Adult and Singles Ministries, on youth ministry. She used a projection of images entitled “I construct the ME I think YOU see; I see YOU seeing ME,” and reminded us to see youth (and others) as God sees them.
Special guests from other areas of the Virginia Conference and beyond were introduced and gave brief overviews of their respective activities and connections to the laity of the Virginia Conference. Ms. Arlene Hewitt reported on the Southeastern Jurisdiction, Mr. Chris Henderson on United Methodist Homes, Mr. Don Rogers on the conference health plan and the Credit Union, and Mr. Jim Bergdoll on the United Methodist Foundation. A special guest was Ms. Althea Johnson, a graduate of UnitedMethodist-relatedPaineCollege, who spoke about her experiences there, and as an ambassador for the Black College Fund.
Ms. Shirley Cauffman, Arlington District Lay Leader and Chairperson of the Division of Conferences and Retreats of the Board of Laity, informed the group about the Spring Laity Retreat and the Academy of Servant Leadership. She also gave the dates for the 2007 Laity Retreat, which is scheduled for April 21 and 22, 2007, at Blackstone. Mr. Jim Gibbs, Conference Scouting Coordinator, gave an overview of Scouting programs. Mr. Larry Dean, Conference Director of Lay Speaking, presented the dates for the 2007 Lay Speaker Training event, to be held February 23-25 at Blackstone.
Mr. Hardman reminded the members and guests about the annual conference offering. He also spoke about the resources of the annual conference that can be found on the Internet, especially the use of LaityNet. Before he could dismiss his last laity session, Ms. Susie Wolf and Ms. Shirley Cauffman took the stage to present Mr. Hardman and his wife, Martha, with gifts from the Board of Laity. The Laity Session of the 224th Virginia Annual Conference was dismissed at 10:25 a.m. by Mr. Hardman.
PLENARY SESSION – MONDAY MORNING June 12, 2006
Bishop Charlene P. Kammerer called the plenary session of the Virginia Annual Conference to order at 11:04 a.m. Rev. Leigh Anne Taylor led the conference in singing, “And Are We Yet Alive.” Bishop Kammerer welcomed Bishop Ray W. Chamberlain, Bishop R. Kern Eutsler, Bishop H. Hasbrouck Hughes, Jr., and Bishop C. P. Minnick, Jr., to the conference and to the platform for the opening session. All are retired bishops and former members of the Virginia Annual Conference. Bishop Kammerer also introduced and welcomed to the platform Bishop João Alves de Oliveira Filho, President of the College of Bishops of The Methodist Church of Brazil. Bishop Kammerer called on Rev. Dr. George S. Lightner, who is attending his 72nd consecutive session of Annual Conference, to lead the opening prayer.
Bishop Kammerer introduced Rev. Myrtle Frances Hatcher, Superintendent of the Peninsula District, who welcomed members and guests to the 224th Session of the Virginia Annual Conference. Rev. Hatcher introduced her husband, Mr. John Hatcher. Mr. Hatcher greeted the conference, and introduced Mr. Leigh Kammerer, husband of Bishop Charlene P. Kammerer, who also greeted the conference. Rev. Hatcher introduced Rev. L. Stanley Wright, Jr., Chairperson of the Annual Conference Session Planning Committee. Rev. Wright presented members of the planning committee. He thanked in particular Rev. William L. McClung, Jr., filling in as chairperson of the platform committee, and Ms. Laura Jordan, who served as a liason for the City of Hampton. Rev. Hatcher introduced Ms. Barbara Reed, Lay Leader for the Peninsula District. Ms. Reed introduced Ms. Martha Chamberlain, wife of Bishop Ray W. Chamberlain, Ms. Mera Hughes, wife of Bishop H. Hasbrouck Hughes, Jr., and Ms. Mary Ann Minnick, wife of Bishop C. P. Minnick, Jr. Ms. Reed invited the members to greet these special guests with a “Virginia wave.”
Rev. Hatcher moved to establish the bar of the conference, consisting of all of the seats on the Coliseum floor, the platform, the bleacher seats and the second tier seats in Sections A through G and U through ZA. The motion was approved. She moved that the schedule printed in the Book of Reports, pages 5-7, be adopted as the agenda, and that an order of the day be established for worship services on Tuesday and Wednesday mornings at 11:00 a.m., the two conference-mandated task force reports, “Conferencing Facilities” at 4:15 p.m. on Monday and “Peace and Global Security” on Tuesday at 10:00 a.m., and the retirement service at 4:15 p.m. on Tuesday. The motion was approved. Rev. Hatcher reminded members that proposed amendments to the agenda must be received no later than the end of the current session on Monday, June 12.
Rev. Robert C. Blinn, Conference Secretary, moved the election of Rev. Brian K. Brown and Ms. Beverly Myers as assistant secretaries to the annual conference. The motion was approved. He moved the election of Mr. Neill Caldwell as Editor of the Journal. The motion was approved. He moved the election of the 2006 annual conference committees and tellers, as listed on page 31 of the Book of Reports. They were elected. Rev. Blinn reminded members to bring to the secretary’s desk in writing all motions made from the floor.
Mr. K. Dane Mills presented the report of the Rules Committee, found on pages 32-34 of the Book of Reports. He presented a correction to Section II. B. 3, found on the green sheet in the members’ official packets, relating to page 16 of the Book of Reports. He also corrected Section I. C. 5. c of the report on page 32 to read “the conference secretary of global ministries.” Mr. Mills moved the adoption of the changes to the rules, as amended. The report was approved.
Mr. Ronald L. Hardman, Conference Lay Leader and vice-chairperson of the Common Table for Church Vitality for the Virginia Annual Conference, presented the report of the Common Table, found on pages 34-40 of the Book of Reports. He called attention to the yellow sheet in members’ official packets, and to side bar projections with pictures and short biographies of Common Table members. He noted that he will leave the Common Table in July, as a new Conference Lay Leader will be elected. He also noted the death of Mr. Brian Manwiller, resulting in the seating of Mr. Manwiller’s alternate, Mr. Lawrence L. Burian. Mr. Hardman called attention to earthenware vessels at several locations within the coliseum to receive members’ responses to the question, “What shall be the focus of the Virginia Annual Conference over the next five years?”
Bishop Kammerer introduced Mr. Dennis H. Scheer, Conference Treasurer and Conference Statistician. Mr. Scheer presented the statistician’s report, found on page 40 of the Book of Reports, and displayed the figures on a series of projected slides.
Rev. Keith D. Boyette moved the following:
that the Virginia Annual Conference of The United Methodist Church exercise the power granted to it under paragraph 604.9 of the 2004 Book of Discipline to require the pastor and lay member of each local church where no member was received on profession of faith during 2005 to meet with a panel, composed of two individuals selected by the Common Table for Church Vitality and one district superintendent other than the district superintendent who serves the district of that local church, to formulate a specific response to address such a situation with the help of the annual conference. Because of the number of churches who meet this criterion, more than one panel may be created to accomplish this task. The panels shall provide a summary report to the 2007 annual conference, outlining the actions undertaken by the respective churches.
Rev. Sarah McGiverin raised a point of order regarding the time in the agenda for Resolution 1, “A Resolution on Resolutions,” referred to the Rules Committee. Bishop Kammerer stated that presentation of resolutions will come later in the agenda.
Rev. William G. Davidson moved to refer Rev. Boyette’s motion to the Common Table for development of a plan for its implementation at the next annual conference. The motion to refer was defeated.Rev. Brant Hayes moved to amend the Boyette motion to use the same district superintendent as the church to meet with the panel. Rev. Mark Ogren moved to amend the amendment, to require a report to the charge conference. Rev. Hayes accepted Rev. Ogren’s motion. After lengthy discussion, Rev. James A. Hewitt, III, moved to table Rev. Boyette’s motion. The motion to table was approved.
As a part of the statistician’s report, Rev. G. Kirk Nave, Co-Chairperson for the Division of Evangelism for the Conference Board of Discipleship, presented video testimony to the power of evangelism in the Virginia Annual Conference. Rev. William M. White, Co-chairperson of the Division of Evangelism, presented the Denman Awards for Evangelism. Mr. Ross Mechum, a member of FieldstoneUnitedMethodistChurch, Roanoke District, received the lay award. The clergy recipient was Rev. David J. Bonney, pastor of NewLifeUnitedMethodistChurch on the Richmond District.
Ms. Anna Gail Workman, Conference Director of Church Development, Evangelism and Ethnic Local Church Concerns, presented new church pastors and their family members. Rev. Abigail E. Foerster and her husband, Mr. Lacy T. Lusk, were introduced. Rev. Foerster will be the pastor of Faith Renaissance, Arlington District, an emerging congregation within ArlingtonUnitedMethodistChurch, a “church within a church.” Rev. Paulo C. Da Silva and his wife, Ms. Maristela Da Silva, were introduced. Rev. Da Silva will be the pastor of a Hispanic congregation at FlorisUnitedMethodistChurch, Arlington District, also a “church within a church.” Rev. Matthew G. Smith, his wife, Ms. Danielle Smith, and their son, Nicholas, were introduced. Rev. Smith will be the pastor of AquiaNewUnitedMethodistChurch, Ashland District. Rev. Timothy E. Hull, his wife, Ms. Julie Hull, and their daughters, Sarah and Rachel, were introduced. Rev. Hull will be the new pastor of HartwoodNewUnitedMethodistChurch, Ashland District. Rev. Sherry Daniels, a transfer from the Illinois-Great Rivers Annual Conference, was introduced. Rev. Daniels will be starting a new African-American congregation on the Norfolk District. Rev. James G. Danielywas introduced. Rev. Daniely will be working to develop a worshipping community with the mission field around Petersburg Urban Ministry, Petersburg District. Ms. Workman reported that five other churches were nearly ready to launch multi-site congregations. Bishop Kammerer led a prayer of commissioning for the new church-start pastors and their family members. The plenary session adjourned at 12:44 p.m.
MONDAY AFTERNOON PLENARY SESSION, June 12, 2006
Bishop Kammerer greeted the conference at 2:03 p.m., and welcomed Rev. Leigh Anne Taylor, who led the conference in “Singing Our Faith.” Rev. Lynn M. Meeks served as accompanist. Bishop Kammerer called on Rev. George H. Freeman, General Secretary of the World Methodist Council, to lead the opening prayer. Rev. Steven C. Hundley, granted a moment of privilege, moved that the secretary to send greetings to Rev. Dr. Carl Haley, who is missing his first annual conference since 1936. The motion was approved. Bishop Kammerer welcomed Bishop R. Kern Eutsler to the platform. Rev. Albert C. Lynch represented the Rules Committee.
Mr. Ronald L. Hardman, Conference Lay Leader, presented the report of the Board of Laity, found on pages 40-42 of the Book of Reports. Mr. Hardman delivered the Laity Address. Asking the question, “Deal or No Deal?,” Mr. Hardman called on conference members to embrace communion with God through daily prayer, worship that would warm the heart of John Wesley, support for pastors to teach and preach and share, and responsibility in “the sheer joy” of forming Christian discipleship. Bishop Kammerer thanked Mr. Hardman for his inspiring address, and led the members in expressing appreciation for Mr. Hardman and Ms. Martha Hardman for their six years of effective ministry as Conference Lay Leader and spouse.
Mr. Frank H. Lasley, Jr., Charlottesville District Lay Leader and Chairperson of the Nominating Committee of the Board of Laity, moved the election of Ms. Shirley Cauffman, Lay Leader of the Arlington District and a member of CherrydaleUnitedMethodistChurch, as Conference Lay Leader for 2006-2008. Ms. Cauffman was elected. Ms. Cauffman expressed her appreciation to the conference. Mr. Hardman invited all District and Local Church Lay Leaders to stand. Bishop Kammerer and Mr. Hardman led in a service of dedication of the Lay Leaders.
Ms. Betty Whitehurst, President of the Conference United Methodist Women, presented the report found on page 43 of the Book of Reports. She thanked the Board of Laity for the prayer partner card ministry. Referring to Matthew 25, Ms. Whitehurst called all women to lead their local churches in caring for “the least of these.”
Mr. Larry Burian, President Pro Tem of the Conference United Methodist Men, presented the report found on pages 44-45 of the Book of Reports. Mr. Burian celebrated the life and ministry of Mr. Brian Manwiller, President of the United Methodist Men, who had died during the year. Bishop Kammerer asked that the conference pause in a moment of silence in memory of Mr. Manwiller.
Mr. Kendall Carter, President of the Conference Council on Youth Ministries, and Ms. Kaitlin West, accompanied by the youth members of the conference, presented “Alive at Five,” a fast-paced Youth Report.
Mr. Dennis H. Scheer, Conference Treasurer, presented the treasurer’s report, found on pages 45-46 of the Book of Reports. He stated that the total amount raised in 2005 for all causes was a record $31 million. Responses to disasters such as the 2004 East Asia Tsunami and Hurricanes Katrina and Rita were especially significant. He commended pastors, district superintendents, Bishop Kammerer and especially the laity of the annual conference for this accomplishment.
Bishop Kammerer reminded conference members about the prayer card project of the Board of Laity. She reported that a third truck would be needed for kits received so far this year.
Bishop Kammerer urged members and guests to visit the Cokesbury display. She offered personal recommendations for reading and study: The End of Poverty—Economic Possibilities for Our Time by Jeffrey Sachs; Evangelistic Love of God and Neighbor by Scott L. Jones; Many Faces, One Church: A Manual for Cross-Racial and Cross-Cultural Ministry by Ernest Lyght and Glory and Jacob Dharmaraj; Sinning Like a Christian: A New Look at the Seven Deadly Sins by William Willamon; and Courageous Past, Bold Future by Patricia Thompson.
Rev. Jeffrey P. Mickle, Chairperson of the Conference Board of Ordained Ministry, presented the report found on pages 46-48 of the Book of Reports. Bishop Kammerer expressed appreciation on behalf of the conference for the leadership that Rev. Mickle and the Board provide.
Mr. Donald Yesukaitis, Chairperson of the Conference Commission on Equitable Compensation, presented the report of the Commission, found on pages 48-49 of the Book of Reports. He expressed gratitude to district superintendents, former Conference Treasurer Mr. James L. Branscome, Conference Treasurer Mr. Dennis H. Scheer, the staff in the office of the conference treasurer, and Rev. James A. Hewitt, III, cabinet representative. The Commission recommended the Equitable Salary Fund apportionment for 2007 be increased to $765,000. The report was approved.
Rev. James A. Hewitt, III, placed Minute Questions 15 and 16 before the conference, a report found on a white sheet in the members’ official packets. He made the following corrections:

Rev. Rudy L. Smith, superintendent of the Rappahannock District, presented the following resolution:
Be it resolved that CentenaryUnitedMethodistChurch on the Rappahannock District be discontinued as of June 30, 2006, and that the title to all the real and personal, tangible and intangible property of CentenaryUnitedMethodistChurch be transferred to the trustees of the Rappahannock District of the UnitedMethodistChurch for use by said district. Resolved further, that its members be transferred to ForestChapelUnitedMethodistChurch on the Middlesex Charge, or to such other churches as the members may select.
The motion was approved.
Rev. Marc D. Brown, superintendent of the Richmond District, presented the following resolution:
Be it resolved that Stratford Hills United Methodist Church on the Richmond District be discontinued June 30, 2006, and that all properties and assets of the church remaining at the time of discontinuation be conveyed to the Board of Missions of the Richmond District of The Virginia Annual Conference of The United Methodist Church, Inc., and that the membership be transferred to Emmaus United Methodist Church at Stratford Hills, or to other such churches as the members may select.
The motion was approved.
Rev. Hewitt presented for election the nominees for District Committees on Ordained Ministry, found listed on the salmon sheet in members’ official packets. They were elected. He presented the list of nominees for members of the District Boards of Church Location and Building, found on a lilac sheet in the official packets. He noted a change for the record, the addition of Ms. Christy Wintrode to the Arlington District Board of Church Location and Building. The nominees were elected, as presented.
Bishop Kammerer led the conference in expressing appreciation to Rev. James A. Hewitt, III, for his service on the Cabinet and as Dean of the Cabinet. She announced that Rev. Rudy L. Smith is the new Dean of the Cabinet.
Rev. Keith D. Boyette moved the following:
That the Virginia Annual Conference adopt a goal of starting 250 new faith communities in the next thirty years and that the Cabinet and Office of Congregational Development formulate a plan to accomplish this goal and, together with the Council on Finance and Administration, propose means to implement such a plan financially and report such plan and means to the 2007 session of annual conference for consideration and action.
The motion was approved.
Mr. Charles P. Cox, Chairperson of the Conference Board of Trustees, presented the report found on pages 50-51 of the Book of Reports. Mr. Cox presented the recommendation regarding the proceeds from the sale of the property of the former WetGroundUnitedMethodistChurch, Staunton District. The recommendation was approved. The entire report was approved. Bishop Kammerer announced that Mr. Cox and his family were moving out of the Commonwealth, and spoke words of blessing and appreciation. The members of the conference expressed appreciation to Mr. Cox.
Rev. James L. Gresham, Chairperson of the Conference Site Selection Committee, presented the report found on page 51 of the Book of Reports. The report was approved, selecting Roanoke as the site for the 2011 and 2012 sessions of Annual Conference.
Mr. James R. Bergdoll, President and Executive Director of the Virginia United Methodist Foundation, presented the report found on pages 51-52 of the Book of Reports. He reported that the Foundation manages investment accounts totaling $27 million from churches, other institutions and individuals. He recalled the life and spirit of Mr. Ralph Roop, who had died during the past year. Mr. Bergdoll presented Bishop Kammerer with the proceeds of the second Ralph Roop Charitable Remainder Trust in the amount of $104,831.
Rev. Thomas L. Coffman, Executive Director of the Retired Clergy Housing Corporation, submitted the report found on pages 52-53 of the Book of Reports. He expressed appreciation for the work of the staff. He presented a video depicting the homes of the Corporation. He invited members to participate in “The Covenant of Gratitude,” pledging to give one dollar for every probationary member commissioned in a given year.
Bishop Kammerer suspended the 224th Session of the Virginia Annual Conference, and introduced Mr. Stephen Mansfield, President of the Virginia Conference Historical Society. Mr. Mansfield called the annual meeting of the society to order. He commended the conference for celebrating the 50th anniversary of full clergy rights for women. He highlighted an article an article by Ms. Catherine Morgan in the recent issue of Heritage. He presented for election the Historical Society Trustees for 2007, listed on page 53 of the Book of Reports. They were elected. The meeting of the Historical Society was adjourned. Bishop Kammerer reconvened the 224th Session of the Virginia Annual Conference.
Mr. Minnis Ridenour, Chairperson of the Bishop’s Task Force on a Conferencing Facility, presented the report found on pages of 55-60 of the Book of Reports. Bishop Kammerer asked the secretary to remind members of the bounds of the bar of the conference.
Rev. Robert E. Friend, Jr., moved the following:
Replace the first sentence in Section IV, paragraph 1 of the report with:
It is recommended that a task force be appointed by the bishop to work in concert with the annual conference trustees to oversee the development of a plan for conferencing within the Virginia Conference.

· Clearly state the conferencing needs of the Virginia Annual Conference.
· Ensure that every attempt is made by all agencies, boards, local churches, districts, and organizations of the Virginia Conference to take advantage of all present available facilities.
· Examine the history of conferencing for the past five years, including “who,” “what,” “where,” and “at what cost.”
Further, to reduce the amount allocated for the task force in paragraph 2 of the report to $10,000, and change the name to “Conferencing Task Force.”
Rev. Timothy F. Tate called for the question on the amendment. The motion to end debate was approved. The amendment was approved. Rev. James B. Godwin, Sr., came with a point of order, that a vote was required on the main motion following the approval of an amendment. The report of the task force was approved, as amended.

A SERVICE FOR THE ORDERING OF MINISTRY
Bishop Charlene P. Kammerer presided at “Responding to the Call—A Service for the Ordering of Ministry,” beginning at 7:30 p.m. Rev. C. Douglas Smith, Director of the VirginiaInterfaithCenter, represented the ecumenical community. Bishop Kammerer brought the sermon, “Ambassadors for Christ.” Virginia Annual Conference members assisting in the service included Rev. William A. Davis, Rev. Beth C. Downs, Rev. Jeffrey P. Mickle, Mr. Ronald L. Hardman, Rev. Shirley M. Wang, Rev. Dr. Youtha Hardman-Cromwell, Rev. Roger C. Dowdy, Rev. Janet D. Hawkins, Rev. Susan D. Cutshaw, Rev. Harry G. Kennon, Rev. Amy V. Lenow, Rev. Drema McAllister-Wilson, Rev. Sylvia Meadows, Rev. Charles A. Shumate, Rev. Peter M. Vaughn, Rev. Ralph W. Rowley, Rev. D. Michael Houff, Rev. John Crawford, III, Rev. Mark A. Reuter, Rev. Doris V. Byrd, Rev. Edward C. Johnson, Rev. Mary Sue Swann, Rev. Yunho Eo, Rev. Patricia Ann Jones, Rev. Lorenzo D. Hill, Rev. Kiok Chang Cho, and Rev. Janine Howard. Bishop Kammerer licensed, commissioned and ordained the candidates as listed in the worship booklet for the service. Following the prayer of thanksgiving, Bishop Kammerer addressed the newly licensed, commissioned and ordained clergy. She addressed the members and guests in attendance. She invited those feeling led by the Holy Spirit to inquire into Christian ministry to come forward and greet her during the singing of the final hymn. Clergy members of the conference counseled with those inquiring into representative ministries, and gathered contact information. The session concluded informally, as family members and friends of those responding to the bishop’s invitation, and of the newly-ordered ministers, gathered in the area near the communion table until approximately 10:00 p.m..
TUESDAY MORNING PLENARY SESSION - June 13, 2006
“Singing our Faith” was led at 8:15 a.m. by Rev. Judy L. W. Loehr. The accompanist was Rev. Laura B. Douglass. Bishop Charlene P. Kammerer introduced Rev. Dr. Bruce C. Birch, Dean and Woodrow W. and Mildred B. Miller Professor of Biblical Theology at Wesley Theological Seminary. The title of his study was “Finding Hope in a Broken and Uncertain World,” based on Isaiah 40-55. The study explored the prophet’s message of memory and vision. Bishop Kammerer thanked Dr. Birch on behalf of the Conference.
Bishop Kammerer reminded members of the day’s agenda, including the various orders of the day.
Mr. David Grimm presented the report of the Committee on Minutes, which had reviewed the minutes from the Sunday evening memorial service, Monday’s clergy executive session and the Monday morning plenary sessions, and part of the Monday afternoon plenary session. The report was approved.
Mr. Bobby W. Thompson, Chairperson of Virginia United Methodist Pensions, Inc., presented the report found on pages 60-74 of the Book of Reports. He reviewed the changes to take place in the current year. He announced three half-day informational sessions, August 22, 23, 24, 2006, held at various locations around the conference, with both Virginia Annual Conference and General Board of Pensions staff assisting in the sessions. He strongly encouraged clergy and clergy spouses to attend. The report was approved.
Bishop Kammerer welcomed Bishop C. P. Minnick, Jr., to the platform, and also Rev. Clarence Brown, representing the Rules Committee.
Ms. Susie Wolf, a member of the board of the United Methodist Publishing House, encouraged members and guests to “accessorize” with a visit to their local Cokesbury store. She presented two copies of the new NRSV Children’s Bible to Bishop Kammerer. Ms. Wolf presented Cokesbury managers Ms. Julie Chapman, Ms. Rebecca Fahrig, and Ms. Saundra Fitzgerald to the conference, and also Mr. Greg Davis, the new Cokesbury Regional Manager. Ms. Wolf presented Bishop Kammerer with a check in the amount of $20,689.91 for the Virginia Annual Conference Board of Pensions.
Rev. Robinson H. McAden, Chairperson of the Pension Committee of the Board of Directors for the Virginia United Methodist Pensions, Inc., moved the following:
That 100% of the Cokesbury check payable to the Virginia Conference clergy pension plan be donated to the Central Conference Pensions Fund until the earliest of: 1. this pension fund reaches its funding goal, or 2. the General Board of Pension and Health Benefits determines no further funding from the annual conference is necessary, and that this motion be made into permanent practice unless changed by a succeeding annual conference.
The motion was approved.
Rev. Robert C. Blinn moved the election of Mr. Howard L. Payne to the Minutes Committee. Mr. Payne’s name was listed on the green addendum sheet in the members’ official packets. Mr. Payne was elected.
Bishop Charlene P. Kammerer, Lay Leader Mr. Ronald L. Hardman, and Board of Ordained Ministry Chairperson Rev. Jeffrey P. Mickle led the conference in a Service of Professional Certification for Local Church Ministry for two persons. Ms. Kristen Mills Bloodworth and Mr. Anthony Shawn Kiger each received Certification in Youth Ministry.
Mr. Benham Black moved to remove the motion by Rev. Keith D. Boyette and related amendments from the table. The motion was approved. Rev. Keith D. Boyette presented an amended version of his original motion, accepting further amendments from Rev. Brant Hayes and Rev. Mark V. Ogren. Rev. John T. Martin, Jr., moved a substitute. Rev. Gina Anderson-Cloud moved an amendment to the Martin amendment. Rev. Donald M. Warrick, Jr., moved to amend the Anderson-Cloud amendment. Rev. Anderson-Cloud accepted the Warrick amendment, as follows:
Be it resolved that: the Common Table for Church Vitality review the data regarding professions of faith to coincide with data gathered from feedback cards from the 2006 Annual Conference, and work with the Cabinet to determine a means of assessing and improving local churches who are having difficulty in attracting seekers and bringing them to profession of faith;
That churches in the Virginia Conference having two consecutive years or three of the last five years with no professions of faith will be required:
· To draft a plan for evangelism
· To present said plan to their District Superintendent at their 2007 Charge Conferences
· To enter into discussions with two members of the conference Common Table and/or district Common Table. The purpose of these discussions is to discuss the evangelism plan and to encourage, equip and bring new ideas to the local church for evangelism.
· To present a follow-up report at the 2008 Charge Conference, written by the local church
Further, that the Common Table is urged to set up regional conferences for affected churches.
Rev. Boyette moved to call the question on all before the conference. The motion to end debate was approved. The Anderson-Cloud substitute motion, as amended, was approved. The motion to help churches plan evangelism was approved, as amended.
Rev. Lee B. Sheaffer, Chairperson of the Task Force on Peace and Global Security, presented the report found on pages 75-76 of the Book of Reports. He presented a series of projected slides, to somber musical accompaniment. Bishop Kammerer called for silent reflection, and then offered a prayer for forgiveness and reconciliation. Rev. Sheaffer presented the resource guide found in the members’ official packets, and members of the task force encouraged prayerful use of the guide in local churches and on campuses. The report was approved. Bishop Kammerer invited members of the task force to stand and be recognized by the conference.
Rev. Raymond H. Edmonds, Jr., Director of Conference Higher Education Ministries, presented the report of the Board of Higher Education and Campus Ministry, including the reports from the conference-related educational institutions and campus ministries, found on pages 98-115 of the Book of Reports. He introduced Dr. Ervin Stutzman, Dean of Eastern Mennonite Seminary, Dr. David McAllister-Wilson, President of Wesley Theological Seminary, and Dr. David Trickett, incoming President of Iliff Theological Seminary. Dr. Trickett brought greetings to the conference. Rev. Edmonds introduced the presidents of the six Virginia Conference institutions of higher education: Dr. Jennifer Braaten of Ferrum College; Major General Henry Hobgood (Ret.) of Randolph-Macon Academy; Dr. Robert Lindgren, new president of Randolph-Macon College; Dr. Ginger Morgan, interim president of Randolph-Macon Woman’s College (who could not attend); Dr. William Greer of Virginia Wesleyan College; and Dr. James Davis of Shenandoah University. Rev. Edmonds addressed the conference on behalf of the presidents. Dr. Greer presented a plaque in appreciation to Rev. Edmonds from the Association of Educational Institutions, on the occasion of his retirement. Bishop Kammerer introduced Rev. Lee B. Sheaffer as the new Director of the Association of Educational Institutions.
Bishop Kammerer welcomed Rev. Dr. Peter Storey to the conference. Dr. Storey is a former bishop of The Methodist Church of South Africa and a visiting professor at DukeUniversity. Dr. Storey brought greetings to the conference.
Bishop Kammerer invited persons in the upper seating levels desiring to speak to move to the nearest microphone.
Bishop Kammerer introduced Bishop Gregory Palmer, resident bishop of the Iowa Area, and president-designate of the Council of Bishops. In the worship service, Bishop Palmer preached, and Rev. Timothy R. Gerde and Rev. Ann Tang were the liturgists. The song leader was Mr. Wes Lockfaw. The accompanist was Ms. Wanda Tyner. Special music was provided by the choir of Virginia BeachUnitedMethodistChurch, Norfolk District, directed by Mr. Lockfaw. The session closed with the dismissal and blessing at 12:05 pm.
TUESDAY AFTERNOON PLENARY SESSION-- June 13, 2006
The Woodlawn Mass Choir of Woodlawn United Methodist Church, Alexandria District, led in “Singing Our Faith,” with Mr. Gregory Wright as the worship leader, Ms. Sally Saunders as choir director, and Mr. Ronald Teel as minister of music. Bishop Kammerer thanked the choir.
Bishop Kammerer introduced Bishop João Alves de Oliveira Filho, President of The College of Bishops of The Methodist Church in Brazil. Bishop Alves greeted the Annual Conference. Bishop Alves’ son, Mr. Marcos Oliveira, provided a translation. Ms. Keila Guimarães, National Executive Secretary for Social Action of The Methodist Church in Brazil, gave a presentation with projected photographs about the ministries currently underway in Brazil. Rev. David J. Rochford, III, Coordinator of the Virginia Brazil Initiative, invited Bishop Kammerer to come forward to present a bust of John Wesley to Bishop Alves.
Rev. J. Denise Honeycutt, Conference Director of Mission and Global Outreach and Ms. Ann Davis, Conference Director of Children’s Ministries and Discipleship, gave a presentation with projected photographs on behalf of the Initiatives of Hope. They shared the goals for the use of the conference offering.
The presentation continued with the receiving of the Conference Offering for Brazil, Mozambique, Russia and the Virginia projects of the Children’s Initiative.
Mr. Michael Berkley led the Woodlake Children’s Choir in singing “The Power of One”as the conference offering was collected in colorful plastic beach pails by the Holy Rollers and other volunteers.
The offering was brought forward by children of the annual conference and the Holy Rollers. Rev. Valerie Ritter, on behalf of the Holy Rollers, announced that over $13,000 had been raised by the Holy Rollers for the Conference Offering. A Holy Rollers bicycle shirt was presented to Bishop Kammerer. Bishop Kammerer offered a prayer of dedication for the offering.
Rev. Frank Jennings, Conference Disaster Coordinator, expressed appreciation to Bishop Kammerer, Ms. Terry Wood, Mr. Tom Dickerson, Ms. Martha Stokes, the Petersburg District, 153 individuals who took Early Response Training, the District and National Response Members, and conference members for their response to Hurricane Katrina. A video presentation followed.
Rev. J. Denise Honeycutt presented a series projected photographs describing the importance of school kits in India. Rev. Robert W. Sharp announced that a total of four trucks had finally been arranged for the numerous kits donated at the 224th Session of Annual Conference. He reported that 18,126 health kits, 19,564 school kits, 1,297 bedding kits, 1,120 food kits, 1,220 layette kits, and 32 sewing kits, along with $54,384 in cash donations for kits, had been received at this conference session. Rev. Sharp thanked Rev. Honeycutt and Rev. Myrtle Frances Hatcher for their help in arranging for the fourth truck. Rev. Sharp led the conference in a litany of celebration for the kits and other donations received in 2006. Conference members expressed their gratitude for the generous offering.
Rev. Myrtle Francis Hatcher moved to extend the bar of the conference to include Section T, served by microphone 15. The motion was approved.
Ms. Kristen Hart moved the following:
that the 2006 Annual Conference request the Communication and Conference Ministry Area of the Common Table complete a feasibility study to bring electronic voting and/or balloting to the Virginia Conference beginning in 2011, with a preliminary report to be presented to the 2007 Annual Conference, and a detailed report in consultation with the Council on Finance and Administration and the Rules Committee to the 2008 Annual Conference.
The motion was approved.
Mr. Ronald L. Hardman asked members to turn to the report of the Conference Leadership Discovery and Development Team, listed on pages 77-82 in the Book of Reports, and the page of additions and corrections, found on blue paper in the official packets. He announced the following corrections:
Add to the Board of Ministry the name of Sheila Smith;
Add to the Board of the Goodson Foundation, Class of 2008, the name of
Nancy Haga.
Mr. Hardman moved the election of members of committees, commissions, boards and agencies of the conference, as presented. The nominees were elected.
Mr. K. Dane Mills, Chairperson of the Rules Committee, presented Resolution 1, “A Resolution on Resolutions,” found on page 140 of the Book of Reports. He reported that the Rules Committee recommended disapproval of the resolution. Rev. Hunter Mabry, one of the makers of the motion, presented the following amendment to the resolution:
Change ‘eight’ to ‘four’ in paragraph 1. Delete ‘in their entirety, including introductory material and supporting documentation’ in paragraph 2. Add new paragraph 3, ‘Persons or groups submitting a resolution approved by Annual Conference may prepare a study guide on the resolution. The availability of the study guide, and contact information for obtaining copies, will be posted with the resolution on the conference website.’
The resolution was not approved.
Mr. Charles Perry moved to reconvene the plenary session for one hour after the evening program. The motion did not prevail. Granted a moment of personal privilege, Mr. Perry requested that the annual conference send greetings to Ms. Breanne McFarland, who is serving as a US 2 missionary in Nome, Alaska. Bishop Kammerer accepted the request.
“A New Commission—Ministry in Retirement” celebrated the ministry of those ministers and their spouses who were retiring at the 224th Session of the Virginia Annual Conference. Bishop Charlene P. Kammerer presided. Rev. Donald E. Carlton preached on the theme, “Great to Good.” The song leader was Rev. Martha Meyer Real. The organist was Rev. C. Milton Rodgers, III. The Massed Choir of Woodlawn United Methodist Church, Alexandria District, brought special music, directed by Mr. Gregory Wright and accompanied by Mr. Ronald Teel. Other Virginia Annual Conference officials assisting in the service were Rev. Shirley M. Wang, Chairperson of the Order of Deacons; Rev. Dr. Youtha Hardman-Cromwell, Chairperson of the Order of Elders; Ms. S. Annette Pomeroy, Chairperson of the Fellowship of Diaconal Ministers, and Rev. Charles N. Wiest, President of the Fellowship of Local Pastors and Associate Members. The afternoon session was adjourned at 5:00 p.m. with the giving of the dismissal with blessing.
TUESDAY EVENING PLENARY SESSION—June 13, 2006
“Singing our Faith” began at 7:00 p.m., led by Rev. Cynthia Wilson, Director of Religious Life and Adjunct Professor at Bethune-CookmanCollege. Bishop Kammerer welcomed Rev. Wilson to the conference, and expressed appreciation for her ministry of music across the denomination.
Bishop Kammerer announced that the youth members would be receiving an offering for the Youth Service Fund at the entrances to the Coliseum on Wednesday morning. She announced that the Conference Offering had received to date $228,881. She explained that women members preparing for the evening celebration would be invited into the bar to vote on matters before the conference.
Rev. Edward F. Rigg moved to suspend the rules, and to limit debate on all recommendations, resolutions and motions to no more than three speeches for and three speeches against at no more than three minutes per speech. The rules were suspended. The motion was approved.
Bishop Kammerer called on Mr. Ronald L. Hardman, Vice-Chairperson of the Common Table, to direct the bringing of reports from boards and agencies. Mr. Hardman reminded conference members to prepare and turn in prayer partner cards.
Rev. Joseph J. Cailles, Chairperson of the Conference Board of Discipleship, presented the report found on pages 85-87 of the Book of Reports. He presented the board’s recommendation regarding Christian Education Sunday and the Christian Education Sunday Offering. The recommendation was approved.
Ms. Dorothy C. Ivey, Chairperson of the Conference Board of Global Ministries, presented the report found on pages 87-98 of the Book of Reports. She presented the recommendation of United Methodist Family Services of Virginia, found on pages 92-93 of the Book of Reports, the recommendation of Virginia United Methodist Homes, Inc., found on page 93, and the recommendation of Heart Havens, Inc., found on page 94. The recommendations were approved. Ms. Ivey presented the Advance Special recommendations found on pages 96-98 of the Book of Reports. The recommendations were approved.
Rev. Michel Q. Mayton, Chairperson of Conference Life Span Ministries, presented the report found on pages 117-118 of the Book of Reports, including the recommendation on page 118. The recommendation was approved.
Rev. J. Stanley Hargraves, a member of the board of Virginia United Methodist Communications, Inc., presented the report found on pages 119-121 of the Book of Reports. He expressed thanks for the work of Rev. Larry Jent, outgoing Editor of the Virginia Advocate. The conference joined in expressing appreciation to Rev. Jent. Mr. Hargraves welcomed the new Editor, Mr. Neill Caldwell. Mr. Hargraves presented the recommendation on page 121. The recommendation was approved.
Ms. Dorothy C. Ivey presented the following amendment to Resolution 19, “United Methodist Global AIDS Fund,” found on pages 158-159 of the Book of Reports:
Strike “in September” from the second “resolved,” and replace “a Conference Global AIDS Committee” in the same paragraph with “the Health and Relief Mission Team of the Conference Board of Global Ministries.”
Ms. Ivey reported that the maker of the resolution had accepted the amendments. She reported the Board’s recommendation of approval for Resolution 19, as amended. The resolution was approved, as amended.
Rev. Patricia L. Shipley, Chairperson of Christian Unity and Interreligious Concerns for the Board of Global Ministries, reported the board’s recommendation of disapproval for Resolution 18, “Reconsidering our Relationship with the National Council of Churches,” found on pages 157-158 of the Book of Reports. Mr. Justis Hawks moved to extend the plenary session following the evening program. Bishop Kammerer ruled the motion out of order, since the conference had acted on a similar motion earlier.
Rev. James P. Becker came with a point of order, asking Bishop Kammerer to encourage speeches in favor of Resolution 18. Bishop Kammerer accepted the suggestion, pointing out that board representatives’ comments were not to be counted as speeches for or against. Ms. Rives Priddy came with a point of order, asking whether the maker of the resolution should be allowed to speak. Bishop Kammerer ruled that the maker was not a member of conference, and therefore did not have voice in the session. Rev. James B. Godwin, Sr., called for the previous question. The motion to end debate was approved. Resolution 18 was not approved.
“A Celebration of 50 Years of Full Clergy Rights for Women” offered a colorful conclusion to the day. The worship service began with a procession of women elected to full connection. They entered from different places, representing those ordained from 1976-1985, 1986-1995, 1996-2005, and the Class of 2006, accompanied by African drums. The service was led by Bishop Charlene P. Kammerer. Bishop Kammerer introduced Bishop Sharon Zimmerman Rader. Bishop Rader, a retired bishop and Bishop-in-Residence at Garrett Evangelical Theological Seminary, preached on the theme, “The Ones Who’ve Gone Before Us.” Bishop Leontine T. C. Kelly, a retired bishop and a former member of the Virginia Annual Conference, addressed the Conference by way of a videotaped message. Rev. Cynthia Wilson brought special music. Rev. Leigh Anne Taylor served as pianist, and Ms. Molly Godwin-Jones as flautist. Lay and clergy members of the annual conference, local churches, and campus ministries served as drummers, dancers, readers, handbell ringers, and actors. Mr. Drew VanDyke Colby directed the handbell choir. Visual arts, including a weaving of ribbons representing the women ordained in Virginia from 1961 to the present, were designed by Rev. Michelle Lindsay, and Mr. Maurice Lindsay. Rev. Chris Suerdick designed the worship bulletin. Rev. Rhonda VanDyke Colby, chairperson of the worship design team, invited worshippers to present ribbons to those who had a significant impact on their faith journey. Rev. Frances T. Cooper directed the clergywomen in the choral benediction. The session closed with the singing of an African song at 10:00 p.m.
WEDNESDAY MORNING PLENARY SESSION - June 14, 2006
Bishop Kammerer called the morning session to order at 8:15 a.m. “Singing Our Faith” was led by CrossPurposes, the praise band from WellspringUnitedMethodistChurch, Peninsula District. The song leader was Ms. Gail Scullion. The morning Bible Study, “Turnings that Make for Wholeness,” was led by Rev. Dr. Bruce C. Birch. The study explored themes of praise, forgiveness, anticipation and creation in Isaiah 40-55.
Mr. David Grimm, Chairperson of the Committee on Minutes, gave his report. The minutes of the Monday afternoon plenary session and the Tuesday morning plenary sessions and worship service, and the Monday evening service for the ordering of ministry, had been reviewed. He announced that the Minutes Committee would meet on June 22, 2006, to complete the review and certification of the minutes. The report was approved.
Bishop Kammerer welcomed Bishop H. Hasbrouck Hughes, Jr., to the platform, along with Rules Committee member Rev. Stephen G. Bray.
Rev. Mary Beth Blinn was recognized for a moment of personal privilege. She introduced Ms. Eloise Nenon, who presented Bishop Kammerer with a shepherd’s staff, handmade in England, representing a bishop’s crosier.
Mr. Carl L. Moravitz, President of the Conference Council on Finance and Administration, moved the suspension of the rules to allow time to present the report found on pages 126-139 of the Book of Reports. The rules were suspended. Mr. Moravitz introduced Mr. Dennis H. Scheer, and placed his name in nomination as Conference Treasurer. He was elected. Mr. Moravitz amended Section 1 of the report, found on page 127. He added a new number 3 to “B. Conference Services,” titled “Conferencing Task Force,” funded in the amount of $10,000, based on prior conference action. Other totals on the same page and following were amended accordingly. Sections of the report were presented and approved in the following order: 8, 2, 3, and 4.
Rev. Robert T. Casey moved to amend Section 5, “Recommended Policies,” under overall policies for the District Superintendent’s Fund, found on page 132 of the Book of Reports, that the 3.5% increase in district superintendents’ salaries be distributed equally among the superintendents. The motion was approved. Rev. Marc D. Brown moved that the Council on Finance and Administration review the current conference per diem for the 2008 conference budget. The motion was accepted by Mr. Moravitz for the Council. Section 5 of the report was presented and approved, as amended.
Mr. Moravitz offered a correction to Section 6 of the report, found on page 136 of the Book of Reports. He deleted everything following the phrase, “IT’S OUR FAITH IN ACTION!” Section 6 was presented and approved, as amended. Section 7 of the report, and Section 1, as amended, were presented and approved. The entire report of the budget was approved.
Mr. Moravitz was granted a moment of personal privilege to recognize former Conference Treasurer Mr. James L. Branscome. Mr. Branscome came to the platform amidst sustained applause. He encouraged the same love and support for the new treasurer, Mr. Dennis Scheer, as was shown to him. Bishop Kammerer reminded members that Mr. Branscome’s leadership in the conference continues with his membership on the Common Table.
Mr. Moravitz encouraged ongoing stewardship as he nears the end of his term as Chairperson of the Council. He thanked the members of the Council for their service. He introduced Mr. J. D. Berlin, the newly-elected Chairperson. Mr. Berlin thanked Mr. Moravitz. Bishop Kammerer, in a moment of personal privilege, expressed her appreciation for Mr. Moravitz. She cited his skill in presenting the budget in clear, understandable terms, his keen listening ability, and his faithful discipleship, devotional leadership and excellence in preaching. Mr. Moravitz offered closing exhortations to Christian stewardship.
Bishop Kammerer invited the members to stand in brief recess in order to plan the remaining conferencing time. Calling the session back to order, she reminded members of the revised rules limiting debate.Rev. John Bright moved to suspend the rules to grant non-member makers of resolutions the right of voice on the conference floor. The motion was defeated. Rev. Steven C. Hundley moved to suspend the rules to further limit debate. The rules were suspended. He moved to limit debate to two speeches for and two against each resolution, with each speech limited to two minutes, and one minute for the maker’s summary. The motion was approved.
Bishop Kammerer welcomed Rev. Susan S. Garrett, Director of Connectional Ministries and Chairperson of the Common Table for Church Vitality, back to conference following an emergency trip to visit her son. Rev. Garrett noted with thanksgiving David’s recovery so far, and requested prayers for his continued healing. Rev. Garrett called for the presentation of resolutions referred to conference boards.
Rev. Patricia L. Shipley, reporting for the Conference Board of Global Ministries, recommended disapproval of Resolution 17, “United Methodist Church Funding of World Council of Churches,” found on pages 156-157 of the Book of Reports. The resolution to discontinue funding was not approved.
Rev. Joseph J. Cailles, reporting for the Conference Board of Discipleship, presented Resolution 14, “Hymnal Reinstatement of ‘Eternal Father, Strong to Save, ’” found on pages 153-154 of the Book of Reports. He submitted the following
Therefore, be it resolved that the Virginia Annual Conference recommends that the General Conference of the United Methodist Church further celebrate the diversity of the United Methodist Church in its hymnal by requesting that the next Hymnal Revision Committee give careful consideration to restoring the beloved Navy Hymn “Eternal Father, Strong to Save,” with verses as attached.
The resolution was approved, as amended.
Rev. Cailles presented Resolution 15, “Strengthening the Inclusivity of the United Methodist Publishing House in its Ministry of Print and Media Resources and Curriculum,” found on pages 154-155 of the Book of Reports. He proposed an amendment, adding “hearing impaired” to the list of those disabilities to be cared for. Rev. Elizabeth Von Trapp Walker moved to substitute the words, “hard of hearing,” for “hearing impaired.” Rev. Cailles accepted the amendment of behalf of the Board. The resolution was approved, as amended.
Rev. Cailles presented Resolution 16, “Methodist Resolution on the Integrity of Membership in The United Methodist Church,” found on pages 155-156 of the Book of Reports. He presented the following substitution to the “be it resolved section” of the resolution:
Be it therefore resolved that the Virginia Annual Conference affirms our 2004 Book of Discipline ¶217 which states that members of a local UnitedMethodistChurch will covenant together with God and each other:
1. “To renounce the spiritual forces of wickedness, reject the evil powers of the world, and repent of their sin;
2. To accept the freedom and power God gives them to resist evil, injustice and oppression;
3. To confess Jesus Christ as Savior, put their whole trust in his grace and promise to serve him as their Lord;
4. To remain faithful members of Christ’s holy church and serve as Christ’s representatives in the world;
5. To be loyal to The UnitedMethodistChurch and do all in their power to strengthen its ministries;
6. To faithfully participate in its ministries by their prayers, their presence, their gifts and their service;
7. To receive and profess the Christian faith as contained in the Scriptures of the Old and New Testaments.”
And, be it resolved that we affirm our churches to be places where “all God’s people are welcomed at table, nurtured and transformed to be Christ to others in the world.”
And, be it resolved that we affirm the local congregation as the setting for the lifelong process of regeneration and sanctification for Christian disciples;
And, be it resolved that we affirm belief in a covenanting membership with the high standards of United Methodism, our doctrinal standards and our General Rules for membership,
And, be it resolved that we affirm the responsibility of the clergy,
who are under the supervision of District Superintendents and the Bishop, to nurture and lead persons to become disciples of Jesus Christ by affirming and keeping the vows of church membership.
Rev. Gary E. Heaton moved to table the resolution. The motion to table was defeated. Rev. Timothy F. Tate presented the following substitution for the board’s amendment:
Be it thereforeresolvedthat clergy will receive anyone who is willing to take and live out the vows of membership.
The substitute motion was approved. Resolution 16 was approved, as amended.
Mr. Brian Ward moved to continue working on resolutions until 12 noon, at which time to continue with the order of the day. Rev. Albert C. Lynch moved to amend the motion, to keep the order of the day at 11:00 a.m., and to continue working on resolutions until 1:00 p.m. Rev. Charles E. Swadley moved to amend Rev. Lynch’s amendment as follows:
refer remaining resolutions to the Common Table for consideration of opportunities to learn, pray and act in conferencing as appropriate under the guidance of our Common Table leadership, inviting local churches for participation.
Rev. Lynch accepted Rev. Swadley’s amendment. Rev. James A. Hewitt, III, moved the previous question. The motion to end debate was approved. The Lynch/Swadley amendment was approved. The motion regarding the order of the day and the remaining resolutions was approved.
Mr. Andrew Forrest moved to urge planners of the next annual conference to plan sufficient time for conferencing on resolutions. The motion was approved.
Mr. David Payne moved to reconsider the motion regarding the order of the day and remaining resolutions. Rev. Dr. James M. Becker rose with the point of order that the maker of a motion to reconsider must have voted in the majority. Mr. Payne stated that he had voted in the minority. Bishop Kammerer ruled the motion out of order.
Rev. Lawrence W. Buxton presented an appeal for prayers, participants and financial gifts in support of the GoodsonAcademy for Preaching.
“A Service of Closing Worship” was led by Bishop Charlene P. Kammerer. Bishop Gregory Palmer preached the sermon, “Everybody Ought to Know.” The liturgists were Rev. Susan D. Cutshaw, Rev. David M. Hindman, and Ms. Katie Midland. The song leader was Ms. Gail Scullion. The praise band CrossPurposes provided musical accompaniment. During the musical offering, the ushers distributed the July “Appointments” edition of The Virginia United Methodist Advocate.
Following the musical offering, Bishop Kammerer presented the new superintendent of the Ashland District, Rev. Mark V. Ogren, and his wife, Rev. Margaret A. Turbyfill, and the new superintendent of the Eastern Shore District, Rev. Tammy L. Estep, and her husband, Mr. David Outten. Bishop Kammerer invited the district superintendents to present the appointments for their districts, and to symbolically hand over the charge of the district to the new superintendent where one was appointed. With the following changes, the preachers were stationed and the appointments were fixed as printed in the July, 2006, edition of TheVirginia United Methodist Advocate:
